cannot see user accounts

As of today, when booting I no longer see the user accounts on the logon
screen (where user selects account and enters password). The normal centered
white box is there, but no accounts. The only option I have is to hit
'cancel' without selecting an account, but this does not let me log in (as it
normally would).

I tried rebooting from a floppy and did get to a DOS prompt and verified
both my hard drives were visible. This PC has been very stable for years (in
fact I use it as my file server for my home network) until this. Yesterday,
I did a routine clearing of temporary internet files and that did lock up.
Upon reboot is when I then first had symptoms described above. (I'm running
a Pentium II, 333 MHz, W98se)

My next step is to reinstall w98 unless others have better advice!

try typing
scanreg /restore <enter>
from dos.

(I did have to insert the win98 CD and give the full path to scanreg.)
