I recently had to reconfig my system. I do not have a start up disk, borrowed
one from a bud. I now cannot install printer, scanner etc. stating 32 bit is
required which I had before but not now. Also lost sound card. Any
suggestions? thanks

You can create a boot disk from a download from Http://www.bootdisk.com but
I think what you mean is an installation disk and not a boot disk.
You can get a new installation disk from eBay or several retailers sell them
as well. Do a search under operating systems for Win98 and make sure that
it includes the CD and is not just a license agreement. Also, make sure
that you get the same version you installed or newer or you will have to
install to a new folder or format and start from scratch.
Installation of hardware almost always calls for files from the installation
CD in addition to drivers downloaded from the manufacturer of your computer
or the particular hardware that you are trying to install.
If you have a brand name computer, you may be able to find out exactly what
hardware shipped with your system from the manufacturer. With some of them
you go to their site and enter your model or serial number and they will
display the hardware on that system along with links to each driver that you
can download from them. For the scanner, you have to have the CD that came
with the scanner or download the drivers from the manufacturer.

I suspect it has to do with your video setting.
Right click the desktop
Click Properties > Settings tab
If you only have 256 and 16 bit color options you need to install your video
chip/adapter drivers. Identify the chip adapter, go to the manufacturers site
and download/install the latest drivers per their instructions.
If 32 bit is present, first click the advanced button
Under the General tab make sure "Apply settings without reboot " is selected, if
not select it and click apply > ok
Back in the Settings window select 32 bit, click apply > ok out.
If the color is bad/god awful, choose whatever choice not to apply, move the
Resolution/Screen Area slider up one notch and try again.
Only accept the settings when they look proper.
You may have to readjust your monitor using its controls after applying a higher
resolution.
