computer not recognising usb

I have two usb ports one for an adsl modem(for broadband) and another for
my webcam
thea adsl modem is SMC adsl modem 7003usb v.2
and the webcam is logitech

sometimes the computer does not recognise usb. I had to shutdown (not mere
restart) and then start again then it recognises. sometimes I had to
disconnect the adsl modem and reconnect on the modem side (not the computer
end). I am little worried constant disconnect/reconnect may spoil the pin
in the modem.

is it necessary to remove the usbs and put a fresh usbs or is there any
other solution;.

my os is windows 98 SE

Try to install the latest chipset drivers from the motherboard.
