Site ping or tracert that not respond

Can you tell me why if I use "Ping" or "Tracert" with a site URL I
haven't answer? It is a valid URL. With Iexplore 6 is impossible to
open this site. With another PC no problem with this same URL. Firewall
and antivirus are closed. I have no restrictions in my pc or software
like Iexplore or similar.

Is this site's IP similar to the IP you are currently using?

IE: 64.230.x.x
Your IP 64.230.6.110
Site's IP 64.230.135.9

I found out that 98? IE? has a funny way of handling similar IP addresses
when attempting to contact the net. It will actually try to contact itself in
order to ger the information. Quite neat actually. If the site you are
trying to access has a similar IP, insert a default gateway in IE of your IP
address terminated with a .1
Example your ip 64.230.6.110 your default gateway would be 64.230.6.1

*NOTE* this only works if you are connecting from home with a regular home
based account. You are using Win98 so I take it that this is true.
Otherwise, if you are trying to access an anti-malware or anti-virus site, it
could be that some malicious software included rules in your lmhost file that
would stop you from accessing sites of that nature.
