Hi,
I have Win 98SE as an operating system and have just been given a MS Optical
mouse with a USB connection (and no instructions)
I would appreciate any advice on the procedure to install this please
i.e. is it just as simple as disconnecting the old mouse (not USB) and
plugging in the new one to a USB port

After installing the software such as MS Microsoft Mouse v4.x or Logitech v9.x -- Yes.

No. You'll need drivers which you can download here:
<http://www.microsoft.com/hardware/mouseandkeyboard/Download.mspx>

Install the driver and plugin the USB mouse. When it's recognized and it
works you can shutdown and powerdown the system and disconnect the old
mouse.

Is USB currently working on this machine? For instance, do you have other
USB devices, or is the USB controller and hub listed properly in Device
Manager? If not you will need to get USB working before trying to install
any USB devices. This may involve enabling USB in the BIOS if it's been
disabled.
