Runtime Error 403

Over the last two days I have been trying to install the IDEN Webjal from
Motorola in order to download ringtones into my phone. I have installed the
IDEN Webjal and now I am attempting to intall the patch program for webjal.
Everytime I click INSTALL on the patch program, I get the following error:

Run-Time Error 403
Class does not support Automation or does not support expected interface.

I don't know if this information that follows matters, but here it is:
I have a USB hub with 4 USB slots, for your information. I have had this
hub and have used it to drag & drop songs to my MP3 player. I have not had
any problems with the hub.

If you have any input, please let me know.
