I have a home office with a Samsung SCX4016 and an HP Photosmart 7150.

I'd like to replace both printers with a single All-In-One that can do
both color and fast laser like text. I made the mistake of purchasing
an Epson CX4600. It is so slow. I am not happy with it.

My budget is under 400 but preferably in the under 200 range. I realize
that might be asking too much so...

Can anyone give me advice on a fast all in one with good quality picture
printing? I print about 10 pix a month but about 250 pages of text and
basic business graphics (charts, graphs, fliers).

120 pix/year and 3000 pages text/year.
Borrow a friend's expensive printer and give him a crate of good wine every
year.
Would be a lot cheaper.

Canon IP4000 is one of the faster inkjets on the market.

Okay, so I am probably grossly underestimating my output level.
I was not asking how to save money. I was wondering what the
knowledgeable users of this group would recommend for fast, light duty
printer. But your suggestion would bring me closer to the bud I chose
to mooch from. :-)

You might take a look at the Officejet 7210. It has better print quality and
is faster than your Photosmart 7150. See
http://h10010.www1.hp.com/wwpc/us/ [...] 1152.html.

The Photosmart All-in-one 2700 series is similar in speed, see
http://h10010.www1.hp.com/wwpc/us/ [...] 1138.html.
You might also take a look at the $299 Photosmart 2600 series All-in-one at
