nVidia 7800gt @ lower resolutions :(

I have a nVidia 7800gt 256MB card on a 1280x1024 LCD monitor. This is not 4x3 so I use 'Fixed aspect ration scaling'. This will show bars at the top and bottom of the screen but that is no problem for me. However, at lower resultions, lower as 640x480, for some mysterious reason the screen gets strechted. Thus a 400x300 image will be display as 400x600 but only showing 400x300. In other words; of the 400x300 image only 400x150 will be displayed strechted to 400x300. I reported the issue to nVidia with no result.

-Is there a way to fix this issue?
-Is it possible, using software, to upscale the image to 800x600?
-Would an ATI card give better results as these lower resultions with a none 4x3 monitor?

I know I can use 'Display adaptor scaling' which will show all of the screen but this will scale to 1280x1024 which is not 4x3 and circles will not be circles anymore. This is not what I want. I also tried to make the computer think I have a 1280x960 monitor but it will not buy this. Although windows can be fooled not the nVidia gfx driver because it gets its information directly from the monitor which will report 1280x1024.

It seems to be near to impossible for me to display 400x300 at the correct aspect ratio with my nVidia 7800gt card using the Acer AL1951 1280x1024 LCD monitor.
