Check out "beyond tv3" at snapstream, it's like tivo only it has a web-server allowing you to stream your video. Once you have that set up on your desktop, you can access it from any browser including a pocketpc. I can watch TV (and change channels) on my IPAQ anywhere I have wifi.

I have used ms IM to send video from my TV card to another PC on my LAN.
I guess it would work over any network .

Windows media encoder (free from microsoft) will allow you to capture (from
a tv card) or convert a movie, and stream it to a device.

It's got WiFi.
I can surf the net using my wireless network.
I wanted to know how I could watch TV off a TV card, or watch a movie being
played on another PC?
I'm not sure how I would get the media stream setup and am not sure how I
would be able to pick it up from the Pocket PC.

Unfortunately the latest version of Beyond tv 3 doesn't have the great
streaming ability as the previous version(3.4) had.

Sorry for the delay in getting back to this.
In MS IM, you can select a video source for use when you do a video
conference. I just select my TV card as the video source. Works OK, probably
not the best way to send TV pictures..!
