Is there a way to customize the "Quit Program" shortcut?
The default shortcut is Alt+F4. I'd like to make it
Alt+A, Alt+Q, etc etc...something different than Alt+F4.

go start\help and support and type in hotkeys at the top left and hit the
green arrow. This contains a full tutorial on how to do it and provides many
articles for all possible hot key changes. In particular you want "specify
short cut keys" . {]:~)
