Celeron D 310 operating temperature?

Hello,
I am building an entry level desktop with a celeron D processor and the D865GVHZ Intel board. I just hooked up the CPU/Heatsink/Heatsink Fan, added 512MB RAM and connected the power suppy (Keyboard/Mouse/Monitor) and tried to turn it on. I got POST and was able to get into the BIOS - I noticed that the CPU temperature was being reported as 41C (114F) - I have not used a Celeron D processor in the past, and so, am not sure if this is normal... I was searching for info about what the normal temperature is (on intel.com) and didn't find much (except on one site, where it stated ">Environmental Conditions Temperature 67.7 °C
I am not sure if this talking about the normal CPU temperature or the recommended case temperature

Would anyone here be able to help with advise on whether this is normal? (I didn't perform any BIOS update and the board is not in the case yet)

Any suggestions / inputs would be welcome!
