Now Im about to buy a 500 watt PSU,Sli Ready, for around 60 dollars
Im on a 170 Dollar Budget

You could do that and the RAM upgrade would make a difference. But the best option for sticking with that mobo and cpu would be to get 2x1 gig sticks for dual channel. But you have to remember though that DDR1 is dead. If you do buy that ram the only upgrade you could take from there would be S939. So yes the ram upgrade would make a difference and a good powersupply is always welcome (providing the one you chose is good).
If you find a 500 wt power supply for $60, be very cautious. Cheap power supplies are that way for two reasons; they are very inefficient and they fail a lot. The ram would be the best upgrade to your system, and you can probably find ram with cas2 without spending a lot, provided your BIOS supports it. But your upgrade path will be restricted to S939, as Mad fitzy said. Still, S939 would be a good upgrade over your present system.

S754 does not support dual channel RAM so that would be a rather pointless thing to do. You do make a good point about DDR 1 being dead basically though.

Antec Smartpower 500W is $68. So its not really that bad.
