OCed athlon 2500 + on ASUS a7v-600

I am fairly new to overclocking. I am trying to overclock my AMD 2500+ to 3200+. Problem is that at 2.2ghz (11x200@1.65v) the computer won't boot, it gets to windows loading, but then it just reboots. I upped the volts to 1.75v then the windows loaded but lsass.exe failed to execute and the desktop never loaded. I am currently running 2.17(11x198@1.65) it's stable. I have water cooling running me at Processor 36c @ idle, and 47c @ Load. I want to know if anyone knows why my computer is not running at 2.2ghz, but will run at 2.17Ghz.

Check your RAM. Maybe try dropping the ram timings down to see if that's the culprit.

Just a guess.
