When he first came to me, the system would hang on the first BIOS post screen 99% of the time and not go any further. The rest of the time it would go to the next screen but stop plus on all occasions the keyboard would not work.
I initially thought it was something wrong with the motherboard so he sent it back to MSI and received another one. However, even with the replacement board the problem STILL occours...even after resetting the CMOS, taking out the CMOS battery for a 10-15 minutes, booting with only 1 stick of RAM and removing the DVD-+RW drive. Both USB and PS/2 keyboards fail to work and I have just about given up.
Is there anyone here that would maybe have an idea as to what is happening?

did you seat the motherboard right? if i were you , i would check the hard drive and give a fresh installation. Format your hard drive. It is likely that your hard drive is defective. Also make sure your psu is working right.
The computer actually was working fine for him for quite some time until it just started to refuse booting properly. I'm unsure of what it could be b/c there are no funny smells (like a burnt out PSU), all the fans sound fine and the hard drive isnt making any funny noises.
I'd try to reformat the hard drive but I can't even get into the BIOS to make the CD drive bootable so I'm not even sure if I will even be able to reinstall Windows.

if you can not even get into the bios, i would check again your motherboard setup. You should not have any problem to get in to the bios because it is a new board. If you have another pc, can you try to hook up the hd to the another one to see if the problems persist.
All in all, check your motherboard setup and run the same hard drive on another machine. you would have some problems when hooking up your hd loading with xp , but that is normal . If possible check your hd from there. if you find any errors , i would recommend back up and format the drive to go fresh installation.
I won't be able to do it on his system b/c like I've stated before...the system won't go past the first BIOS post screen. I'd have to check it on my system but that might be totally helpful if there is something wrong with the RAM slots.
The computer was working fine, then suddenly refused to boot properly. Why does this sound like a virus or worm got into the system and started eating files until nothing works at all? Either that, or a hard disc gone bad. Two things I'd try. Hook the drive up as a slave in another computer that you know has a good anti-virus program that is up to date and then check it for anything that's not supposed to be there. Then check the disc itself for errors, bad sectors, etc. Clean the disc of bugs thoroughly so that you know there's nothing wrong there. If it is shown to be good, then go back to the rest of the system.
The PSU may be bad, so it should be tested for proper voltages. Ram can be tested in another computer. Same with the video card.
