first if it wasn't my money these things would be in a million pieces. that said here's the problem:
mobo: ASROCK 775Dual 880Pro
chipset: VIA 880pro
Memory: ocz dual channel premium ddr2 667mhz 1Gb
cpu: Pentium D 930
video: HIS IceQ x1600Pro AGP

everything looks fine until windows loads, then four(4) colors
done the device manager checking and yes there is a conflict;

VIA PCI to AGP conflicts with VGASAFE

Not enough resources:

Radeon x1600 series

plus

after rebooting from ATI install (5 different iterations from latest back to 5th oldest) i get messages stating my resoultion is low and windows offers to adjust(does not work) and an ATI message stating that no video driver installed. and this is after several perfect installs.

have had no responces from :
HIS, ASROCK, ATI, OR Microsoft.
suprise!
Also:
Device Manager will not let me change any resources, even under ADMIN.

I need your help.

Sounds like a problem with the VIA chipset. So, either find a workaround through the BIOS (look for BIOS tweaking guides on the web) and the IRQ's or get a new mobo

I'd guess it is a VIA chipset glitch, as well...

Did you try flashing the mobo with the newest BIOS? And VIA drivers?
