Is there a way to copy a program froma computer and load it to another computer?

Most programs you need to install on the PC, not just copy it over. They setup files and registry settings during installation, and many also put in hidden files that can be hard to find. You need to find out from the vendor of the program or by doing a web search specifically for your program.

So the answer is "mostly no, but may work depending on the program".

For example, World of Warcraft I got to work just by copying it's directory over.
