Simpliest of Simple

Alright, this should be an easy one. My buddie had Dial up AOL and he left his computer sitting for about 2 weeks, then came back and tries to use it, and it won't get no dial tone. He has no messages so he doesn't have a reaccuring beep, he bought another phone jack, and his laptop is new. I'm thinking mabey it's the modem? I have really no experience with dial up so mabey you guys can help me out. Sorry for the bother, but i am dumb to this situation
