My system:

P4 3.2
1G ram
x700 pro 256mb
mb - don't know

While playing CS 1.6, I get sub 40 fps (sometimes 10's with several people nearby) I'm only running it in 800x600. I have the latest driver and I've even adjusted all the setting in the ATI control panel to "performance." Is x700 that "BAD"??

Also, if I change my card to x1900xtx, then would I need a stronger power supply?

Thanks

I owned that same card for a year :)

that card will push 100 fps ALL THE TIME in 1.6 *.* 100 fps is the max for the game BTW*.*

in CS:S it will do 130 fps consistant.

its a hardware problem for yourself, goto video and MAKE SURE the renderer is set to OPENGL and you color wuality is set to highest.

the x700 pro is a good card, i sorta wish mine didnt die after new memory heatsinks were put on :(

It could be internet connection lag. If you have any background tasks running, shut them down. All of them. If you have any unwanted software, get rid of them (viruses etc.), you should see an improvement.
