Can't remove folders on SD card..

I sync'd some photo folders to my iPaq 2210 from my PC, then created new
folders and realigned my photos accordingly. I then tried to remove the
empty folders on iPaq, but it told me that they may be in use by another
program.
I was able to remove them from my PC and re-sync'd, thinking this would
remove them, but it doesn't. I 'unshared' my Pocket PC Documents folder on
PC, but that didn't help either. Any ideas?
