My Toshiba crashed

I need to find out how to install Windows 7 to my Toshiba laptop. It had Windows Vista. Then the computer crashed. I think has no operating system. I can only chose a boot menu..or it goes to a blank screen with a white blinking cursor. Please help! Many thanks!

First buy windows 7.

- Then set your BIOS to boot from CD/DVD
- Stick in disc
- Following install directions.
