CPU spikes causing a "lag" effect

My specs are listed below, I don't know what else to say besides it will do it when there's clearly not alot going on. Such as just having itunes open will cause it to go crazy sometimes.

Try scanning for spyware or the like first.

Are you overclocking?

Try raising the vcore voltage just a little. It could be a stability problem.

Also defragment your hard disk(s), scan for spyware and viruses, clean your registry (I use CCleaner, it's free), and see if there are any weird processes running in the background.

I fixed it, it turned out that there was some damaged Windows files and every time the computer tried to access them it freaked out.
