Enabling Start Menu fade?

I just built a new computer for my daughter a few days ago and she has a request that I haven't figured out how to fulfill. She wants the Start Menu to fade out when she selects a program or clicks off of it to close it rather than it immediately disappearing. I never noticed it until she pointed it out but that's the way the Win7 Start Menu behaves on her laptop. On her laptop, when you click the "orb" the Start Menu appears immediately, then if for instance you click the orb again, the Start Menu smoothly fades out over about 1/3 of a second or so I'd say. That's how she wants her new computer to act but I can't figure out how to get it to do that on the desktop PC I built for her. I have Win7 HP on it. If anyone knows how to do this, I'd appreciate it.

Start -> right-click "Computer" and select "Properties".

Click the "Advanced system settings" link in the left pane

In the "System Properties" dialogue box, click the "Advanced" tab

In the "Performance" section, click the "Settings..." button.

In the "Performance Options" dialogue box, click the "Visual Effects" tab
