Hmmm... Could you specify what are you going to use the PC for? TV Recording? Office Work? Light Gaming? Solitare only? If you are just doing some light work, i would suggest taking a low end gfx for the budget, say X1300, X1600, GeForce 7600.
As for hard drive, Western Digital would be the choice for reliability. No less than 160GB if you are planning to record TV or for downloadings.
Yes a DVD-ROM is the least you should get. I recommend coughing up for a decent DVD-RW.
Other than that, you'll have a decent PC for office work.

I want to buy a digital camera and be able to play with the image

I now have a dial up connection.
I will go to a cable hookup.
The cable company said that I can run more than one computer at a time on line.

Ok, the PC specs concocted would be great for what you've mentioned.
As for the unrelated question, you'll need to do networking to share the bandwidth dude. Get a router and hook them up with networking cables. here's a relatively cheap one with wireless by Linksys
If that is all you will be doing, I would recommend going with a name brand builder (Dell, Compaq, Gateway, etc.).
Be sure to upgrade the memory to 2 gigs, and you should be good to go and with a better warranty.
IF you ever decide to play games such as Oblivion, Farcry, Fear, etc, you will have lots of headaches with a system builder.
I would also recommend an external Harddrive to do daily backups since tech support for these computers will have a tendency to do a clean wipe of your Hard Drive to resolve software conflicts.
