Check with your local ISP. Some of them have phone numbers
available to access your service. I have cable internet access
and the ISP provides a number of phone numbers you can
call to access the Internet.

You probably can. But, it probably makes more sense to subscribe to your
mobile phone service provider's data service instead of burning voice
minutes for a data call.

Have you looked at the Road Runner support pages? I can do this, ie. dial into my cable ISP, using
my iPAQ 5555 and a 56K dial modem (Targus) using an 800 number from my provider (Cox HSI)
nationwide.
