i am having a problem

I have a

p4 3ghz prescott 1mb L2 800mhz HT
Soltek Mobo 8usb 1 firewire
2 gb ddr400 dual channel
BFG tech Geforce 6800GT OC agp 8X
1 80gb sata hdd 7200rpm
i have 2 non-led fans
i have 3 led fans 1 on my chipset 2 on my case
my coolmaster cpu cooler
Dvd-rom

and a 480watt PSU which is made by LOGISYS

When i go in my bios it says my

-12V is runnign at -13.69V
when i look in everest it says -12V running at -12.69

i dont know what this means i have never had this roblem or had intel before so i might not know something that i should. i have always been amd so i would like to know if somethign is wrong or it just me over reacting to this problem so please help me out folk's

i dunno about the - rails but i do know logsys sucks, and u should get a new PSU, that logsys may blow and take ur whole system down
