I'm running an iPAQ 4150 which claims to have 65K colours, but whenever I am
presented with a colour picker, the "Define Custom Colours" is missing,
allowing me to choose only from the preset colours. Is there something on
either the iPAQ 4150... or the Operating System... that will allow the
Programs to present the Custom Colours bar, or am I missing something with
regards to 65K colours?

I don't know if this is what you want (you didn't say where the colour
picker was presenting itself) http://www.newmad.se/software.asp have a
'Colour picker' for customising the PPC Appearance

"ColorPicker 1.0 Beta 1 for PocketPC" : `is similar to the "Display
