Not sure on exact % but there is a performance difference and it is very noticble. If you are looking at new drives do not get a 5400 rpm drive. Why a manufacture would even make one is beyond me. 7200 rpm drives have been out for many years now.

7200 rpm, 2.5 drive should perform nearlly as well as a normal 3.5 drive.
Capacity is the main difference.
Same performance difference when talking about 5400 and 7200 2.5 inch drives.
