Is there any way I can use group policies in Windows 2003 to create registry
keys (not values) in the HKLM hive. The Registry option in the GPO security
settings only allows me to set permissions on an existing key. I have also
looked at editing the GPTTMPL.INF file but have had no joy.

Any help would be much appreciated

Sure, create admin template to set registry key. See
