try to check out (with file explorer) the folder windows/startup . If
there is a link there to skype, delete it. (longclick the icon and select
"delete") That folder holds the programs which are run when booting the
device.
Otherwise you'll have to try things through a decent registry editor....

You may well have tried this but I'll mention it anyway. After docking,
navigate on your PC to the storage card and you should see a folder/file
relating to Skype... delete.
