I have an HP IPaq 1940 and for some reason the reminders
are not popping up. I've tried a soft reset and a hard
reset, and then restoring my backup. Has anyone else had
this problem? If so, how did you fix it?

do you mean calendar reminders?
i have this problem with my dell axim x3i. according to dell tech support
it's a hardware problem, so they regularly replace my unit - for free!
from the research i've done i understand it to be a bug in windoze
immobile 2003 (that hasn't - big shock here - been fixed in SE) that
causes the internal notification database to fill up and no more
notifications to be added. hard-reseting should have solved the problem,
though it's a pain to do all the time (i'd rather be getting free
replacements, hopefully at some point dell will run out of x3i's and send
me an x30 or x50 :-)
there are software fixes for this, do some googling. spb pocket plus
calls it the the "2003 Startup Fix."

Give Check Notifications from ScaryBear Software a try. You will need to run
it periodically to clear out the notifications database. I would run it
every couple of days, only takes seconds to run.
The other problem is that at midnight when the PPC turns on to set upcoming
notifications it does not stay on long enough for this to occur. Try Wake Up
Tweak to fix this.
Both of these programs are free and performed great for me. They fixed the
notifications on my 5500.
