On a local machineI can go and set my rating settings in IE to block urls
etc. Can I set this through AD so i don't have to repeatt this 80 times on my
network? If so where in group policy is this setting. Thanks

You can use Group Policy to configure URLs in specific IE zones. Have a look
in User Configuration > Windows Settings > Internet Explorer Maintenance >
