its possible to migrate or import/export user account with password form AD
to another AD. Is there some tool or guidline for this?

Microsoft provide a free tool that can do this, ADMTv2. Download it here,
and check out the readme file for instructions on using it.

There are also several commercial products available that have extra
features you might find useful.
