I would like to have a print operator on a Windows 2003 domain. I would
like the operator to be able to RDP to the print servers and manager
printers. Is there a GPO to do this?

A GPO to do what exactly? Configure the RDP permissions or grant this user
the right to logon to a server? The latter is done through the User Rights
Assignment section of computer policy; the former is done on a per-server
basis using terminal services configuration.
