If you have lost a folder, such as your inbox, due to a crash, there are
several recovery tools on the market, none of which are free of course.

However if you search your C: drive for *.dbx files (the file format that OE
uses to store your messages) you should find a series of files that
correspond to your mail folders (inbox.dbx, outbox.dbx, etc.) When you
search, make sure you include hidden and system files in your search.

If the file corresponding to your missing folder is there, try just renaming
the folders.dbx file to, say, old_folders.bak. Then restart OE. It should
rebuild the folder list and the folders.dbx file. If it does, you can go
ahead and delete the old_folders.bak file.

If it does not work, then you have more serious problems and you may need a
folder repair tool, such as:

Make sure you put back any changes you made before running any recovery
tools.
