Are there particular types of Voice Modems compatible with Asterisk?

Could one use a voice modem and patch it into the soundcard to use the
analog modem over VoIP?

Yes, the one that they sell as the old FXO card. Otherwise, no.

Seems like a tangle of hack to get away from pay $99 (or $25 if you
are cheap and don't want to pay Digium) to do it the right way and
just get a properly supported card.

Why not? That's the beauty of open-source, being able to hack your own
hardware together.
