Can I do a clean install on a newly home built computer with Win 7 OEM
or will I need to install XP or Vista first?

OEM versions are the same as retail versions, with 3 major differences. You do not need to install a previous operating system first. This is only required for Upgrade licenses.

 

1. OEM copies have only 32 or 64 bit media in the packaging. You have to choose which one you want. You don't get both in the same box.

 

2. OEM licenses cannot legally be transferred to another PC. Once you install and activate an OEM copy on a PC, it must remain with that PC.

 

3. OEM copies do not come with support from Microsoft. Part of the price of a retail license is a phone support incident. Most consumers (those in the general public) will never need to worry about this though.
