the scamp in caladra has 5000 that replenishes every 24 hours

For selling, the most easily accessible is the scamp Creeper, in Ghorak
Manor in Caldera. If you'd like glass armor, there's a merchant in the
base of one of the towers at Ghostgate who sells to anyone.
