Hi,
I have had a ipaq 5550 for a month now, on Friday the battery said
running low and then went dead. It does not want to re-charge the light
will not go on at all, is there a way of jump starting the battery or
do I need a new one?

If the device is still under warranty return it for repair replacement by HP or the
reseller...
These batteries can be harmed if they are allowed to be completely discharged.

Try placing in the charger for a while (ten minutes), then remove, soft
reset then turn it on. Worked for me
