Can an OU within the root Domain take over if the root Dom..

My company want to replace a remote sites current Domains with a single
OU in the root Domain. They also want the remote site to be the
contingency site for the root Domain should that site fail for whatever
reason.

Is it somehow possible for an OU (at a remote site but within the root
Domain) to take over from the root Domain?
Does the remote site need to be a Domain in the tree to take over from
the root Domain?

My understanding of these issues are limited so I hope this makes some
sort of sense.

An OU in itself cannot take over anything in the sense in which I assume you
mean. An OU resides on a domain controller and relies on the DC for it's
availability. From the info you have provided I would speculate that what
you really need is a DC in each remote site, with each office represented in
a single domain by its own OU. This way, if a central site DC were to fail,
the individual branches could still function as they had their own DC.
Similarly, if a branch office DC was to fail, users could still do their
stuff using the central DC. I suggest you have a read of the branch office
guide to get a firmer grasp on the concepts but do post back if you have any
questions.
