iPaq1900 series uses Samsung processors as it's cpu, as for iPaq 1940/45 use
Samsung S3C2410 processor running at 266mhz and it is compatible to all ARM
programs.
in most reviews, the cpu chip S3C2410 266mhz runs like an overclock(1.5x)
processor almost equalivant to any xscale 400 MHz processors.

Which software type should I be using?

Minor erratum. All devices starting with the Pocket PC 2002 have used
ARM or (later) the ARM-compatible XScale processor.
Some Pocket PC 2000 devices like the HP Jornada 540 series used the SH3.
There were some 2000 devices like the Compaq iPAQ 3600 series that used
the ARM. This was last generation of Pocket PCs with multiple CPU
architectures.
