We have users that have moved to a remote location and now connect via
VPN. We have a password policy to expire passwords after 30 days. How
can the remote users manually change their passwords over the VPN?

I read that in other posts but am confused by it. When I do
CTRL+ALT+DEL on Windows XP SP2, I get the Windows Task Manager. I
don't see any options in it to change the password.

That is correct; the pc's were NOT part of the domain. They are using
their home pc's. Are there any other options for configuring VPN only
clients to regularly change their passwords?

If you want them to change their passwords the server should - once the
password expires - prompt them upon connection of the VPN to change their
password. THen they change it on their own

it when he will be prompted to do this
