Does anyone know of a way to set a default domain controller to be the one
that AD Users and Computers connects to when you open it ?

What exactly are you trying to accomplish here? I know that sounds like a
stupid question, but it will help to know to better answer your question.

What I'm trying to do is this:

Double Click on AD Users and Computers from the Admins Tools on a WinXP or
2k workstation and it connects to a particular Domain Controller of your
choice every time and not the one you logged onto eariler from your
workstation. Whuch could be any one of 19 DC in my network. I also what
our Help Desk to only make changes on a GC.

You focus Microsoft Management Console (MMC) snap-ins against a
specific domain controller that is referenced by its IP address. For
example, you click Start, click Run, and then type the following
command:
for Active Directory User and Computers
dsa.msc /server=ipaddress

for Active Directory Sites and Services
dssite.msc /server=ipaddress

for Active Directory Domains and Trusts
domain.msc /server=ipaddress
