How to set windows 7 explorer to show the file formats as a default and
for all drives and programs. I do not want this information ever hidden.

By file formats, i'm going to assume you mean file extensions.

To do this, open Computer and click Organize, Folder and search options, select the View tab, and uncheck the box called "Hide extensions for known file types".
