my setup works fine at normal speeds. i try to overclock to 3.6ghz without any voltage increase and the computer runs fine but when i reboot my video goes out and wont come back on. all i need to do is power off completely and it works fine.

do i need to increase the pci-e voltage or something? how do i know how much without damaging my card?

any ideas would be nice, thanks

usually the only voltages you can change are the cpu, chipset and ram... and I've never heard of @power before... generic psu's should not be used to OC. You should check what the actual voltages are using a multimeter, they should be +/- 5%, you can check this in bios as well but won't be as accurate.
