Athlon 3500+ AM2 Retail version.
It doesn't say that it comes with a cooler.
and it also doesn't say that it DOESNT come with a cooler.

Does it come with a stock cooler?
I really need to know

Retail AMD's come with an included heatsink and fan and a 3 year warranty (voided by a third party cooler being applied iirc). OEM comes without heatsink and fan and have a one year warranty.

When it has BOX at the end of the P/N its a retail version with fan and heat sink.

The stock HS/F is pretty good; just don't use the thermal grease which comes with it; get Arctic Silver 5. 2.2GHz is the stock speed for the 3500+; you should get at least 2.5 using the stock cooler.

There are so many variables that its hard to say if you can get to 2.8, but its a good candidate for over clocking, even with the stock heat sink. (which isn't bad BTW). I agree with a previous post recommending that you clean off the stock terminal paste and use Arctic Silver 5 for the installation.
