Why Does the Privacy Report Icon Appear

Dell recently installed software. The function behavior is eratic. I need to know the function of the Privacy report icon thaat appears on my task bar without my prompt for this action.

Open it up, or right-click on it, will give you more details. Is this coming from a Dell utility or from I.E.? Not some 3rd party software you installed, spyware maybe?
