I run a ECS C19-A 2.0 and a D 805@3.2 and cannot get the cpu voltage above 1.3 need to get to 1.37. The power supply is 500watts and the 12 volt rail is at 11.79, in range.
Probably the BIOS on that board is what I am guessing, and I am also guessing that you want to OC the snot out of the 805D. I don't have this board, but ECS boards aren't real high-end ones and as such are usually limited in OC ability. I'd suggest that if you want to OC a Pentium D for cheap, get a 9xx series as they are not that steep and 1.30 V is a lot for the 65nm Pentium D 9xx's whereas it's pretty much stock for a 90nm chip (for example, my 90nm X2 4200 is rated for 1.35V at 2.2 GHz.)

Maybe dual cores have diferent ratings because if my 3000+ worked @ 1.5 instead of 1.35 it would have burned up or at least be hot like hell but it merely reaches 38°C full load (room 25°C). Sandra2007 rates the Venice core 1.45-1.55V.

1.35V for an A64??? They're rated @ 1.4-1.55V. My 3000+ measures something like 1.48V.The 65W AM2 X2 EE parts are rated as 1.2-1.25V. The 35W AM2 X2 3800 EESFF is 1.025-1.075V.
My old S939 X2 3800 was rated at 1.35V and I used to under-volt it to 1.15V for cooler and quiter running.
Does it mean I've dot a problem with my board's sensors or someting worse(the voltages are right)? It runs so cool, does not seem 0.15V above rated voltage and unlike voltage, I check the temps by touch.

Depends on what process node too. The 130nm ones were 1.50 V, whereas many earlier-stepping 90nm single-cores were 1.40 V and some later ones were 1.35 V. All of the socket 939 X2s are 1.35V.

Unless you tell me the exact revision of your chip I couldn’t say. Use CPU-Z and post the details here.
You can under-volt AMD chips that support CnQ with software, provided your motherboard supports CnQ also; most do so you should be in luck. CrystalCPUID is a great program for doing this; it basically allows you to create your own CnQ settings and override the default AMD settings.
Venice E6. IT makes 38° full load, can't be 0.15V above rated!!!
What program are you using to monitor the voltage? Do any other voltages look off? Some motherboards do add extra VCore automatically, but not usually that much!
I use CPUZ and the voltage oscillates from 1.464 to 1.502 (but mainly 1.480).
Even in the bios, the voltage is the same. Does it mean trouble????
If your system is stable and the CPU temps are OK then I doubt it’s actually a problem. I would still do some research to see if this is typical for your motherboard and possibly contact tech support for the manufacturer.
I repeat, how are the other voltages for your system?
Have you tried changing the voltages with CrystalCPUID?
The voltage, as well as fan speeds and such, is monitored by a little chip on the motherboard. The chips simply read voltages or pulses from fans and these raw numbers are NOT the actual readings. So depending on the chip in question, there are specific calibration/compensation measures to get voltages from the HW monitoring chips. Perhaps one of those is off.

8O The voltage was really 1.48-1.49!!! Thanks fot the hint on CrystalCPUID; I throttled vcore down to 1.33-1.38V... ~8% lower, not peanuts!!!
However, had to trade CnQ off but think it's worth it Thanks
