Eventid 16650 SAM new dc on remote site

Hello everyone,

Win2k sp4 single domain, multiple sites.

Just installed a new DC in a new remote site and have the above erorros evey
2-3 minutes...

Eventid 16650 - source SAM

The account-identifier allocator failed to initialize properly. The record
data contains the NT error code that caused the failure. Windows 2000 will
retry the initialization until it succeeds; until that time, account
creation will be denied on this Domain Controller. Please look for other
SAM event logs that may indicate the exact reason for the failure.

DNS is configured correctly, seems to not be able to contact the RID master
that is on another site.

dcdiag /v show these errors...

Reason: The operation completed successfully.
The last success occurred at (never).
Replication of new changes along this path will be delayed.
Progress is occurring normally on this path.
REPLICATION LATENCY WARNING
NLSNWLFILE01: A full synchronization is in progress
from UKSLNHADS01 to NLSNWLFILE01

Take a look at: http://support.microsoft.com/?kbid=839879. Looks like
you are experiencing CAUSE 2

There are certain parts of Active Directory that cannot or should not
be restored in an authoritative manner:
• In the domain context, do not restore any objects that deal with
relative identifier (RID) pools. This includes the subobject "Rid Set"
of domain controller computer accounts and the RidManager$ object in
the SYSTEM container.
