Is there a way to be notified when someone adds a new program to a
desktop pc? Is there some Group Policy settings that says, Notify When
Add/Remove Programs is updated...or something like that?

Thanks.

No. That is why there are controls on who can install apps.

i think you need a software inventory tool for this... or you could
write a script that runs at logon... checks the installed programs and
reports to a DB.... and if it sees a change with the previous report
to report that
