Ok so I know nothing of Apple or iOs, I have been called by my family to reset their ipads and ipod touches because their kids keep setting password locks on the phone. So basically I am in a never ending cycle of restoring their devices, is their any way that i could gain "administrative" access over the system settings, or disable the password lock all together.

To the best of my knowledge there is no way of disabling the lock function, safest option is not to let kids (who can't be trusted) handle expensive electronic items.

You can't. Set a password that the kids don't know instead. Then they won't be able to mess with it.
